California Automobile Registration Fees

Why does the state of California add parking tickets to your automobile registration?
I find this absolutely crazy. The state of California adds parking ticket fees to my $60 dollar registration fee totalling over $1200 dollars. Is this right?
Short answer? Because they can.
Long answer? It is just another way California has found to tax and fee their residents. I mean I am sure there is some sort of explanation like “fees are administrative and cover judicial blah blah blah” Or “The municipality you received your Parking ticket in has special ‘green taxes’ on your type of vehicle and that is what you are paying for”
Again it’s all BS. Your registration is car ransom. I mean, if it was Really about keeping track of cars, why not pay $1.00 a year? Done.
