Where can I find the laws governing the military and automobile insurance in North Carolina?

My son in the military inNC, insurance was canceled. However, his car is registered in North Carolina. It's parked in Kansas, and has his car with him there. The insurance company said that while he was there, would have to move your insurance there. If you are still registered here and pay taxes here, so why what it has to ensure that it exists.
